Excellence in Cities
Excellence in Cities is a DfES initiative designed
to improve the quality of education provided in urban schools. Using the
opportunities provided by the introduction of the Leadership Incentive
Grant, the Excellence in Cities Leadership Development Unit focuses on
supporting leadership practices that raise and sustain achievement and
standards in the classroom. Dame Jean Else, the Headteacher of Whalley
Range 11–18 High School, Manchester, a school with an outstanding
record of continued improvement in the quality of urban education, directs
the unit. She works closely with Professors Mel Ainscow and Mel West,
who are recognised internationally for their research on school improvement,
and Dr Jacqui Stanford, who assists in managing and researching the unit’s
